Licence Condition
The licensee is to undertake sampling and analysis of soils across all current and proposed effluent irrigation areas to obtain site specific soil characteristics to precisely inform MEDLI modelling and effluent management procedures. The soil sampling must include sites identified as soil sample locations: A1,A1X, B1,B1X, B2, B2X, C1, C1X,D1,D1X,E1,E1X,E2,E2X,PE1, F1 and F1X. The soil sampling must be undertaken in accordance with the following requirements set out under Environmental Guideline 'Use of Effluent by Irrigation' (DEC 2004). For surface and profile soil samples at each location: A composite soil sample of 40 soil cores per 1-2ha, taken at a depth of0-10cm. Composite soil samples of 5 cores at four depth intervals to 1 metre, within a 5 metre diameter plot. The four depths should fall within 0-20, 20-40, 40-70 and 70,100cm depth increments, and positioned within major soil horizons or layers. The soil samples are to be analysed for: pH, electrical conductivity, sodium, calcium, magnesium, aluminium, cation exchange capacity, nitrate, total nitrogen, available phosphorus, total phosphorus, exchangeable sodium percentage, phosphorus sorption capacity, total chromium, hexavalent chromium and chloride. A report is to be prepared by the licensee setting out: The methodology used to undertake the soil sampling analysis; The complete analytical results of the soils analysis; Interpretation of the soils analysis results in respect to nutrient levels and hydraulic loading with respect to each effluent irrigation area, including timeframes to implement those measures; and Any recommended actions if the area available for effluent irrigation is reduced as a result of the soils sampling and characterisation findings.
The report required by condition U3.1 must be submitted to the EPA within three months of the issue date of this licence variation.
